In 2020, Appalshop launched the Whitesburg Community Survey with the goal of making the simple act of walking safely, comfortably, and conveniently in the downtown area. Through the survey, Appalshop researched ways to attract private and public investment, support local businesses, and increase economic opportunity in downtown. The initiation of the Downtown Walkability Assessment and Improvement Plan (DWAIP) was one of many concrete objectives achieved through the survey. DWAIP was made possible through a partnership with Farmer | Morgan LLC. Farmer | Morgan planned workshops and discussions with stakeholders about high quality pedestrian environments, followed by hands-on mapping exercises to identify walking challenges at nine key sites and improvement areas that would make downtown more pedestrian-friendly.
